About Uttar Pradesh NEET UG Counselling 2026 – Complete MBBS Admission Overview 2026

Uttar Pradesh NEET UG Counselling 2026 is the official state-level admission process for allocating MBBS, BDS, AYUSH and B.Sc. Nursing seats across NMC-approved medical and dental colleges in Uttar Pradesh. The counselling is conducted by Directorate General of Medical Education & Training (DGME), Uttar Pradesh — UPNEET through the official portal upneet.gov.in. Every candidate seeking admission to a medical course in Uttar Pradesh through the state route must qualify NEET UG 2026 (conducted by NTA on 3 May 2026) and register on this state portal during the prescribed window. The page you are reading is a verified, fact-checked guide cross-referenced with the National Medical Commission (NMC) UG seat matrix dated 03 December 2025 and the official DGME UP / UPNEET brochure.

As per the NMC final undergraduate seat matrix for academic year 2025-26, Uttar Pradesh offers approximately 13,425 MBBS seats spread across 85–90 NMC-recognised medical colleges. Of these, 85% of seats in government medical colleges are filled through DGME UP / UPNEET state-level counselling, while the remaining 15% (All India Quota) are allotted by the Medical Counselling Committee (MCC, mcc.nic.in) under the Directorate General of Health Services (DGHS), Ministry of Health & Family Welfare, Government of India. Private medical colleges located in Uttar Pradesh reserve management and NRI quotas as per the state Fee Regulatory Committee directives, while deemed universities — wherever physically located — admit students exclusively through MCC counselling.

🎯 NEET 2026 Key Fact: UP has 85+ colleges and 13,425 MBBS seats. UG bond is 2 yrs / ₹10L; ₹40L applies only to PG. Free guidance: +91-7303848310.

DGME UP / UPNEET – Counselling Authority & Significance

The Uttar Pradesh state counselling process for NEET UG 2026 is online and merit-based. After the NEET UG result is declared (expected mid-June 2026), DGME UP / UPNEET will release the state merit list, followed by online registration, document verification, choice filling and seat allotment in multiple rounds. Most counselling authorities run Round 1, Round 2, a Mop-Up Round and a Stray Vacancy Round in line with the Supreme Court timeline and central NMC guidelines. Candidates can register simultaneously for both MCC AIQ and DGME UP / UPNEET state counselling — they are two different processes — but they cannot hold seats in both quotas at the same time. Upon final allotment, the candidate must report physically to the allotted college within the deadline (usually 5–7 days).

Reservation & Domicile in Uttar Pradesh State Quota

Reservation in Uttar Pradesh state quota: SC ~21%, ST ~2%, OBC ~27%, EWS ~10%, PwD 5% horizontal — per UP state policy This reservation matrix applies strictly to the state-quota seats — the 15% AIQ pool follows the central reservation policy (SC 15%, ST 7.5%, OBC-NCL 27%, EWS 10%, PwD 5% horizontal). Candidates from non-Uttar Pradesh states are not eligible for state-category benefits and must apply under the open category, except for AIQ where central reservations apply uniformly across India. Domicile / category certificates must be issued by the competent authority of Uttar Pradesh for state-quota benefits.

Fees, Bond & Financial Planning

Fees in Uttar Pradesh: Government college tuition in Uttar Pradesh is in the range of ₹54,000/year approx. (UP govt colleges) for state-quota seats, while private and deemed colleges charge ₹10,00,000 – ₹17,00,000/year (private) annually. Hostel, mess and one-time admission charges are separate. Per UP Fee Regulatory Committee. Service bond: 2 years compulsory rural service for UP government college MBBS graduates Penalty: ₹10,00,000 (₹10 Lakhs) for UG students breaching the bond — the ₹40 Lakh penalty is exclusively for Postgraduate (MD/MS) students. All bond amounts and durations are best confirmed against the latest DGME UP / UPNEET prospectus because state governments revise these periodically.

Post-MBBS Pathways – PG, NExT & Alternatives

After completing MBBS in Uttar Pradesh, graduates can pursue postgraduate (MD/MS) seats through NEET PG 2026, super-speciality (DM/MCh) through NEET-SS, or super-speciality fellowships under NBE. Many also opt for FMGE/NExT preparation if they target practising abroad, while others move into clinical research, public health or healthcare administration. Aspirants who do not secure a state-quota seat in Uttar Pradesh can also explore deemed universities via MCC, private medical colleges, or MBBS abroad in countries such as Russia, Georgia and Nepal. Allied alternatives include BAMS, BHMS, and B.Sc. Nursing under state and INC norms.

Compulsory Service Bond – Uttar Pradesh

Service Bond: 2 years compulsory rural service for UP government college MBBS graduates Penalty: ₹10,00,000 (₹10 Lakhs) for UG students breaching the bond — the ₹40 Lakh penalty is exclusively for Postgraduate (MD/MS) students. Confirm the latest terms with DGME UP / UPNEET before accepting an allotment. Pre-admission guidance: +91-7303848310.

All Medical Colleges in Uttar Pradesh – Classified by Counselling Path (NEET UG 2026)

Below is the complete official list of every NMC-approved MBBS college in Uttar Pradesh as per the NMC Final Seat Matrix dated 03-12-2025 (Public Notice No. N-15029/09/2025-UGMEB), classified by which counselling body actually fills its seats. This matters because applying through the wrong counselling body means missing the seat entirely.

📌 Why this classification matters: Many students wrongly assume every medical college in their state can be reached through state counselling. That is incorrect. AIIMS, JIPMER, AFMC, IMS BHU, JNMC AMU and ESIC are 100% MCC AIQ — apply via mcc.nic.in. Deemed Universities are 100% MCC Deemed counselling. Only the colleges in Sections A and B below are reachable through DGME UP / UPNEET state counselling.

A. State Government Medical Colleges in Uttar Pradesh 51 colleges · 6,550 seats

These are state-government and government-society medical colleges in Uttar Pradesh. 85% of MBBS seats are filled through DGME UP / UPNEET state counselling at upneet.gov.in using a valid Uttar Pradesh domicile certificate. The remaining 15% are All-India Quota (AIQ) seats filled by MCC at mcc.nic.in.

Frequently Asked Questions – Uttar Pradesh NEET UG Counselling 2026

NEET UG state-quota counselling for Uttar Pradesh is conducted by Directorate General of Medical Education & Training (DGME), Uttar Pradesh — UPNEET. The official registration portal is upneet.gov.in. This authority handles MBBS, BDS and AYUSH (in some states) admissions to government and NMC-affiliated private colleges in Uttar Pradesh. The 15% All-India Quota seats in state government colleges are filled separately by MCC at mcc.nic.in. Both processes run in parallel and a candidate may register for both.

As per the NMC Final UG Seat Matrix dated 03-12-2025, Uttar Pradesh has approximately 12,250 MBBS seats across 79 colleges that participate in DGME UP / UPNEET state counselling — 51 state government colleges contributing about 6,550 seats and 28 private NMC-approved colleges contributing about 5,700 seats. Note: AIIMS, AFMC, JIPMER, IMS BHU, JNMC AMU and ESIC institutes (about 6 institutes / 575 seats in Uttar Pradesh) are NOT in this state pool — they are filled 100% by MCC AIQ. Deemed Universities (3 unis / 600 seats) are filled by MCC Deemed counselling.

The state reservation matrix applicable to the 85% state-quota MBBS seats in Uttar Pradesh government medical colleges (and applicable govt-quota seats in private colleges) is: SC ~21%, ST ~2%, OBC ~27%, EWS ~10%, PwD 5% horizontal — per UP state policy. Category certificates must be issued by competent authority of Uttar Pradesh for state-quota benefits — out-of-state SC/ST/OBC certificates do not qualify for Uttar Pradesh state reservation. EWS certificate must be issued for the current financial year and OBC requires Non-Creamy-Layer (NCL) status.

MBBS tuition fees in Uttar Pradesh for 2026-27 (state-quota seats only) are approximately as follows. Government colleges: ₹54,000/year approx. (UP govt colleges). Private NMC-affiliated colleges (state-counselled): ₹10,00,000 – ₹17,00,000/year (private). Hostel, mess, exam fees and one-time admission charges are usually additional and add roughly ₹3-4 lakh/year to the quoted tuition. Deemed-university fees (paid through MCC Deemed counselling) are higher — typically ₹15-25 lakh/year. All fees are subject to revision by the Uttar Pradesh Fee Regulatory Committee and the official state notification before reporting.

2 years compulsory rural service for UP government college MBBS graduates with a penalty of ₹10,00,000 (₹10 Lakhs) for UG students breaching the bond — the ₹40 Lakh penalty is exclusively for Postgraduate (MD/MS) students. The bond is signed at the time of admission/joining. Always verify the latest bond notification on the DGME UP / UPNEET prospectus before reporting because state governments revise bond duration and penalty amounts periodically. The bond typically applies only to candidates availing the subsidised state-quota seat — AIQ candidates and private-college students may have different terms.

DGME UP / UPNEET typically conducts Round 1, Round 2, Mop-Up Round and Stray Vacancy Round for state-quota MBBS admissions. After each round, unfilled vacancies are carried into the next round; vacancies in private colleges may be filled in the stray-vacancy round. Counselling for Uttar Pradesh 2026 is expected during Expected July–November 2026 after the NEET UG 2026 result. MCC AIQ counselling typically begins earlier (July-August 2026) and runs three rounds plus a mop-up round.

Yes, but only through specific routes. (a) For 15% AIQ seats in state government colleges of Uttar Pradesh — open to all India via MCC at mcc.nic.in, no domicile required. (b) For 85% state-quota seats — Yes — UP domicile / Class 10 & 12 from UP for State Quota (private colleges follow state quota too). (c) For private colleges in Uttar Pradesh — depends on whether Uttar Pradesh treats them as open-state or closed-state for non-domicile candidates; some states (Karnataka, Kerala, UP) allow non-domicile through private quota; closed states (Maharashtra, Gujarat, Tamil Nadu) restrict private quota to domicile candidates. Deemed Universities in Uttar Pradesh are 100% open to all India via MCC Deemed.

Required documents include: NEET UG 2026 admit card and scorecard; Class 10 and Class 12 mark sheets and pass certificates; valid Uttar Pradesh domicile / nativity certificate (mandatory for state quota); category / reservation certificate (SC/ST/OBC/EWS) issued by competent Uttar Pradesh authority if applicable; PwD certificate from authorized medical board if applicable; photo ID (Aadhaar + Passport / Voter ID); recent passport-size photographs (10-12 copies); transfer / migration certificate; character certificate; and the seat allotment letter at reporting. Yes. NMC-affiliated private medical colleges in Uttar Pradesh typically reserve part of their seats as management quota and 15% as NRI quota. After the state-government quota share is filled by DGME UP / UPNEET, the remaining seats are filled in mop-up and stray-vacancy rounds at higher fees. NEET UG qualification is mandatory for all seats including management and NRI — direct admission and capitation fees are illegal under the National Medical Commission Act. Top private colleges in Uttar Pradesh include Era Lucknow Medical College, F H Medical College and Hospital, G S Medical College and Hospital. For free guidance on management/NRI options call our admission helpline.

Cutoffs vary widely by college tier. Top state government colleges in Uttar Pradesh (GSVM Medical College, K D Medical College Hospital and Research Centre, King George Medical University) typically close in AIQ Round 1 within AIR 1,000–10,000 for General category, requiring NEET scores around 620-680. Lower-tier government colleges close around 480-560 marks. Private colleges via state counselling close at 350-520 marks for state quota and 280-450 for management quota. Deemed Universities can close at 200-450 marks. Use our free NEET College Predictor for personalised estimates based on your category and rank.

This is the most common point of confusion. DGME UP / UPNEET state counselling does NOT fill seats at AIIMS, AFMC Pune, JIPMER, IMS BHU, JNMC AMU, ESIC institutes or any Deemed University located in Uttar Pradesh. Specifically, the 6 MCC AIQ-only institutes in Uttar Pradesh (such as All India Institute of Medical Sciences, All India Institute of Medical Sciences, ESIC Medical College and Hospital) are filled 100% by the Medical Counselling Committee (MCC) under the All-India Quota — they have zero state-quota seats. Similarly, the 3 Deemed Universities in Uttar Pradesh (such as Santosh Medical College, Subharti Medical College, Teerthanker Mahaveer Medical College and Research Center) are filled 100% by MCC Deemed Counselling with no state-quota involvement. To apply for these institutes, a NEET-qualified candidate must register separately on mcc.nic.in after results are declared. AFMC Pune additionally requires institutional registration on its own portal. The colleges listed in Sections A and B of this page (state government and state-counselled private colleges) are the ONLY ones reachable through DGME UP / UPNEET — exactly 12,250 MBBS seats across 79 colleges.
