About Haryana NEET UG Counselling 2026 – Complete MBBS Admission Overview 2026

Haryana NEET UG Counselling 2026 is the official state-level admission process for allocating MBBS, BDS, AYUSH and B.Sc. Nursing seats across NMC-approved medical and dental colleges in Haryana. The counselling is conducted by Directorate of Medical Education & Research (DMER), Haryana through the official portal dmer.haryana.gov.in. Every candidate seeking admission to a medical course in Haryana through the state route must qualify NEET UG 2026 (conducted by NTA on 3 May 2026) and register on this state portal during the prescribed window. The page you are reading is a verified, fact-checked guide cross-referenced with the National Medical Commission (NMC) UG seat matrix dated 03 December 2025 and the official DMER Haryana brochure.

As per the NMC final undergraduate seat matrix for academic year 2025-26, Haryana offers approximately ~2,710 MBBS seats spread across 17 NMC-recognised medical colleges. Of these, 85% of seats in government medical colleges are filled through DMER Haryana state-level counselling, while the remaining 15% (All India Quota) are allotted by the Medical Counselling Committee (MCC, mcc.nic.in) under the Directorate General of Health Services (DGHS), Ministry of Health & Family Welfare, Government of India. Private medical colleges located in Haryana reserve management and NRI quotas as per the state Fee Regulatory Committee directives, while deemed universities — wherever physically located — admit students exclusively through MCC counselling.

🎯 NEET 2026 Key Fact: Haryana enforces a 5-year service bond (~₹25.77L male / ~₹23.19L female) — among the strictest in India. Free guidance: +91-7303848310.

DMER Haryana – Counselling Authority & Significance

The Haryana state counselling process for NEET UG 2026 is online and merit-based. After the NEET UG result is declared (expected mid-June 2026), DMER Haryana will release the state merit list, followed by online registration, document verification, choice filling and seat allotment in multiple rounds. Most counselling authorities run Round 1, Round 2, a Mop-Up Round and a Stray Vacancy Round in line with the Supreme Court timeline and central NMC guidelines. Candidates can register simultaneously for both MCC AIQ and DMER Haryana state counselling — they are two different processes — but they cannot hold seats in both quotas at the same time. Upon final allotment, the candidate must report physically to the allotted college within the deadline (usually 5–7 days).

Reservation & Domicile in Haryana State Quota

Reservation in Haryana state quota: SC ~20%, BC-A ~16%, BC-B ~11%, EWS ~10%, PwD 5% horizontal This reservation matrix applies strictly to the state-quota seats — the 15% AIQ pool follows the central reservation policy (SC 15%, ST 7.5%, OBC-NCL 27%, EWS 10%, PwD 5% horizontal). Candidates from non-Haryana states are not eligible for state-category benefits and must apply under the open category, except for AIQ where central reservations apply uniformly across India. Domicile / category certificates must be issued by the competent authority of Haryana for state-quota benefits.

Fees, Bond & Financial Planning

Fees in Haryana: Government college tuition in Haryana is in the range of ₹50,000 – ₹80,000/year (Haryana govt colleges) — verify current notification for state-quota seats, while private and deemed colleges charge ₹10,00,000 – ₹20,00,000/year (private) annually. Hostel, mess and one-time admission charges are separate. Subject to DMER Haryana fee directives. Service bond: 5-year service bond for govt-college MBBS graduates (recently revised) Penalty: Male students: approx. ₹25,77,000 | Female students: approx. ₹23,19,000. All bond amounts and durations are best confirmed against the latest DMER Haryana prospectus because state governments revise these periodically.

Post-MBBS Pathways – PG, NExT & Alternatives

After completing MBBS in Haryana, graduates can pursue postgraduate (MD/MS) seats through NEET PG 2026, super-speciality (DM/MCh) through NEET-SS, or super-speciality fellowships under NBE. Many also opt for FMGE/NExT preparation if they target practising abroad, while others move into clinical research, public health or healthcare administration. Aspirants who do not secure a state-quota seat in Haryana can also explore deemed universities via MCC, private medical colleges, or MBBS abroad in countries such as Russia, Georgia and Nepal. Allied alternatives include BAMS, BHMS, and B.Sc. Nursing under state and INC norms.

Compulsory Service Bond – Haryana

Service Bond: 5-year service bond for govt-college MBBS graduates (recently revised) Penalty: Male students: approx. ₹25,77,000 | Female students: approx. ₹23,19,000. Confirm the latest terms with DMER Haryana before accepting an allotment. Pre-admission guidance: +91-7303848310.

All Medical Colleges in Haryana – Classified by Counselling Path (NEET UG 2026)

Below is the complete official list of every NMC-approved MBBS college in Haryana as per the NMC Final Seat Matrix dated 03-12-2025 (Public Notice No. N-15029/09/2025-UGMEB), classified by which counselling body actually fills its seats. Frequently Asked Questions – Haryana NEET UG Counselling 2026

NEET UG state-quota counselling for Haryana is conducted by Directorate of Medical Education & Research (DMER), Haryana. The official registration portal is dmer.haryana.gov.in. This authority handles MBBS, BDS and AYUSH (in some states) admissions to government and NMC-affiliated private colleges in Haryana. The 15% All-India Quota seats in state government colleges are filled separately by MCC at mcc.nic.in. Both processes run in parallel and a candidate may register for both.

As per the NMC Final UG Seat Matrix dated 03-12-2025, Haryana has approximately 2,410 MBBS seats across 15 colleges that participate in DMER Haryana state counselling — 8 state government colleges contributing about 1,160 seats and 7 private NMC-approved colleges contributing about 1,250 seats. Note: AIIMS, AFMC, JIPMER, IMS BHU, JNMC AMU and ESIC institutes (about 1 institutes / 150 seats in Haryana) are NOT in this state pool — they are filled 100% by MCC AIQ. Deemed Universities (1 unis / 150 seats) are filled by MCC Deemed counselling.

The state reservation matrix applicable to the 85% state-quota MBBS seats in Haryana government medical colleges (and applicable govt-quota seats in private colleges) is: SC ~20%, BC-A ~16%, BC-B ~11%, EWS ~10%, PwD 5% horizontal. Category certificates must be issued by competent authority of Haryana for state-quota benefits — out-of-state SC/ST/OBC certificates do not qualify for Haryana state reservation. EWS certificate must be issued for the current financial year and OBC requires Non-Creamy-Layer (NCL) status.

MBBS tuition fees in Haryana for 2026-27 (state-quota seats only) are approximately as follows. Government colleges: ₹50,000 – ₹80,000/year (Haryana govt colleges) — verify current notification. Private NMC-affiliated colleges (state-counselled): ₹10,00,000 – ₹20,00,000/year (private). Hostel, mess, exam fees and one-time admission charges are usually additional and add roughly ₹3-4 lakh/year to the quoted tuition. Deemed-university fees (paid through MCC Deemed counselling) are higher — typically ₹15-25 lakh/year. All fees are subject to revision by the Haryana Fee Regulatory Committee and the official state notification before reporting.

5-year service bond for govt-college MBBS graduates (recently revised) with a penalty of Male students: approx. ₹25,77,000 | Female students: approx. ₹23,19,000. The bond is signed at the time of admission/joining. Always verify the latest bond notification on the DMER Haryana prospectus before reporting because state governments revise bond duration and penalty amounts periodically. The bond typically applies only to candidates availing the subsidised state-quota seat — AIQ candidates and private-college students may have different terms.

DMER Haryana typically conducts Round 1, Round 2, Mop-Up Round and Stray Vacancy Round for state-quota MBBS admissions. After each round, unfilled vacancies are carried into the next round; vacancies in private colleges may be filled in the stray-vacancy round. Counselling for Haryana 2026 is expected during Expected July–November 2026 after the NEET UG 2026 result. MCC AIQ counselling typically begins earlier (July-August 2026) and runs three rounds plus a mop-up round.

Yes, but only through specific routes. (a) For 15% AIQ seats in state government colleges of Haryana — open to all India via MCC at mcc.nic.in, no domicile required. (b) For 85% state-quota seats — Yes — Haryana resident certificate (15-year domicile) for State Quota. (c) For private colleges in Haryana — depends on whether Haryana treats them as open-state or closed-state for non-domicile candidates; some states (Karnataka, Kerala, UP) allow non-domicile through private quota; closed states (Maharashtra, Gujarat, Tamil Nadu) restrict private quota to domicile candidates. Deemed Universities in Haryana are 100% open to all India via MCC Deemed.

Required documents include: NEET UG 2026 admit card and scorecard; Class 10 and Class 12 mark sheets and pass certificates; valid Haryana domicile / nativity certificate (mandatory for state quota); category / reservation certificate (SC/ST/OBC/EWS) issued by competent Haryana authority if applicable; PwD certificate from authorized medical board if applicable; photo ID (Aadhaar + Passport / Voter ID); recent passport-size photographs (10-12 copies); transfer / migration certificate; character certificate; and the seat allotment letter at reporting. Yes. NMC-affiliated private medical colleges in Haryana typically reserve part of their seats as management quota and 15% as NRI quota. After the state-government quota share is filled by DMER Haryana, the remaining seats are filled in mop-up and stray-vacancy rounds at higher fees. NEET UG qualification is mandatory for all seats including management and NRI — direct admission and capitation fees are illegal under the National Medical Commission Act. Top private colleges in Haryana include World College of Medical Sciences and Researc, Al Falah School of Medical Sciences and Research Centre, Maharishi Markandeshwar Institute of Medical Sciences and Research. Lower-tier government colleges close around 480-560 marks. Private colleges via state counselling close at 350-520 marks for state quota and 280-450 for management quota. Deemed Universities can close at 200-450 marks. Use our free NEET College Predictor for personalised estimates based on your category and rank.

This is the most common point of confusion. DMER Haryana state counselling does NOT fill seats at AIIMS, AFMC Pune, JIPMER, IMS BHU, JNMC AMU, ESIC institutes or any Deemed University located in Haryana. Specifically, the 1 MCC AIQ-only institutes in Haryana (such as ESIC Medical College and Hospital) are filled 100% by the Medical Counselling Committee (MCC) under the All-India Quota — they have zero state-quota seats. Similarly, the 1 Deemed Universities in Haryana (such as Amrita School of Medicine) are filled 100% by MCC Deemed Counselling with no state-quota involvement. To apply for these institutes, a NEET-qualified candidate must register separately on mcc.nic.in after results are declared. AFMC Pune additionally requires institutional registration on its own portal. The colleges listed in Sections A and B of this page (state government and state-counselled private colleges) are the ONLY ones reachable through DMER Haryana — exactly 2,410 MBBS seats across 15 colleges.
